This is the flag of the "Stand of Defiance European Movement" (SODEM).  Anti-Brexit, as I understand it, but I'll have to leave the details to the natives. (source #1).

Though not a native, the "Stand of Defiance European Movement" was started by Steven Bray in September 2017. The group claims that "...they, like so many other English citizens, feel ignored and unrepresented..."since the referendum to leave the Eureopean Union was passed "...and hope to send a clear message to both the public and the politicians that Brexit is not the will of all of the people."
This flag and others has been displayed at many of their demostrations outside of Parliament and other places.    (source #2)   (source #3)

Two other flags are created by "marshalling by dimidiation" of the UK and EU flags. Version with the hoist half of the UK flag and fly half of the EU flag can be viewed here.  Note how the dimidiation was not precisely done (star cut by the partition line) - the flag is obviously homemade.

On other photos the circle of stars appear to continue superimposed on the Union Jack side of these flags, thus making a variant slightly differing from these two flags.

The discussion regarding this political decision of the UK leaving or staying 
in the EU was also portrayed in different showdowns between those in favour and 
those against this decision, some of them even taking place in the River Thames 
in London, with so called "armadas" (naval civilian fleets) in which of course 
several flags were spotted. Some of the most notorious participants of these 
confrontations were musician Bob Geldof (remain within the EU) and politician 
Nigel Farage (leave the EU).

countries as well since the 1970s but mainly more recently (in Denmark, Greece, 
France, Hungary, Netherlands, Poland and Romania) during the past 10-20 years.

Now, one of the most controversial issues is the fishing areas and its

the industry as well as complying with foreign trade rules in the sector.
